Where the rest of it lives
Expert practice in condemnation sits across several professional standards and a body of procedural law that differs by state.
Standards
The governing documents
USPAP
The Uniform Standards of Professional Appraisal Practice, which govern appraisal work and, in Standard 3, appraisal review. Enforced through state licensing.
The Yellow Book
The Uniform Appraisal Standards for Federal Land Acquisitions, applying to federal and federally assisted acquisitions and more prescriptive than USPAP on several points.
Rules of evidence
Federal Rule 702 and its state analogues govern expert testimony. Which standard applies, Daubert or Frye, varies by state.
Discovery rules
What of an expert’s file is protected varies between federal and state practice, particularly for drafts and communications with counsel.

The expert decides the number more often than the argument does
In condemnation the facts in dispute are technical. Who presents them, and how well, is usually what the case turns on.
